This means that winners must sign a statement at a news conference and identify themselves. The winner of a $1.3 billion Powerball prize in Oregon last month, for example, is an immigrant from Laos. Cheng Saephan says he and his wife, Duanpen, will share the prize with their friend, Laiza Chao, who chipped in $100 to buy the tickets for them at a Plaid Pantry convenience store in Portland.

The New Zealand Lottery is a national lottery administered by the government through its autonomous Crown entity, the Lottery Grants Board. Profits from the lottery are distributed by the board to various charities and community organizations, such as Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission. In addition, the Lottery Grants Board provides funding for education through its schools grants programme. Moreover, New Zealand Lottery is a member of the International Lottery Federation.
