In New Zealand, lottery games are operated by an autonomous Crown entity called Lotto New Zealand. It distributes its profits through the Lottery Grants Board to a wide range of community and sporting groups, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. In addition to the Lotto, Lottery New Zealand offers Instant Kiwi scratch cards and keno games.

In Canada, until 1967 buying a lottery ticket was illegal. That year, the federal Liberal government introduced a special law called an Omnibus Bill, which was designed to bring up-to-date a number of obsolete laws, and one of those amendments dealt with lotteries.

After that, a number of provincial governments began to establish their own lotteries. Today, there are four nationwide lotteries: the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon, and Nunavut). The Canadian federal government also regulates private lotteries.

The Hanoi Lottery is a government-sponsored lottery in Vietnam, which offers a number of prizes. Depending on the type of ticket purchased, participants can win the grand prize of over $1.3 billion, or smaller prizes such as silver bars and televisions. The lottery is played with a traditional ball and paper slip, or through an electronic machine that randomly selects numbers. The rules of the Hanoi Lottery are very similar to those of other government-sponsored lotteries in Asia.

The government has sent a directive to the ministry overseeing the legal state lottery that it must reduce drawing times from two per week to one, and work with the police to ensure that winnings are handled in a more transparent manner, sources told RFA’s Lao Service. The directive also calls for action to crack down on informal football lotteries and other lottery chances bought from unlicensed vendors. The authorities have yet to set a date for implementation of the changes. (Reported by Ounkeo Souksavanh and Bounchanh Mouangkham; edited by Richard Finney.)
