A man from Laos says he is the winner of the $1.3 billion Powerball jackpot last month, beating out nearly 200,000 other ticket holders. Cheng Saephan, a 37-year-old immigrant living in Portland, said he would split the prize evenly with his wife, Duanpen, and a friend who chipped in $100 to buy a batch of tickets with them. He and his family will receive a lump sum payment of $422 million after taxes.
