Lottery officials in the communist nation of Laos are rigging the system to avoid paying out large sums of money to players, sources in the country say. Drawings in the national lottery, which take place three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be picked. For example, on Oct. 14 this year the winning number 509 was displayed as 09 on tickets sold throughout the day before the drawing, but then was changed to a more auspicious five just an hour before the drawing, a source in the capital Vientiane told RFA’s Lao Service.
Some of the companies operating the national lottery have strong connections to the country’s ruling elite, the source said. Several people close to the prime minister have stakes in these businesses, and the state does not disclose how much the companies pay each year for the concession, he added.
Despite allegations of rigged draws, the country’s lottery is still hugely popular. In fact, the government is introducing changes to address concerns that the lottery is not being handled fairly. On Aug. 17, the office of prime minister Thongloun Sisoulith issued a directive requesting that the Ministry of Finance, which oversees the state lottery, work with other ministries to ensure the lottery is managed transparently. It also called for drawing frequency to be reduced from two to one a week and warned that informal football lotteries and lottery chances purchased through mobile phone short messaging services will be closed down.
