The International Lottery Foundation in Liechtenstein is a government-authorized and state-controlled charitable foundation that operates Internet lotteries. It launched the first Web-based lottery, PLUS Lotto, in 1995 and processed the first Internet lottery transaction. The foundation also supports charitable projects and organizations domestically and internationally. The foundation also pioneered Internet lottery games and introduced the first instant scratch card games.

In Laos, gambling is illegal in the country, but there are special economic zones that operate legal casinos. These have been leased out to boost foreign trade and investment, and they offer the most popular casino games. These casinos can be found on the Internet, and they accept players from around the world. However, the Laos government has warned the gaming industry to be careful and take measures to prevent money laundering and other financial crimes. It has also asked the Ministry of Finance to regulate the state lottery and increase transparency. The directive was sent on Aug. 17 from the office of Prime Minister Thongloun Sisoulith.
