Laos officials are rigging the country’s national lottery, sources tell RFA’s Lao Service. Drawings from the legal state lottery are rigged by allowing numbers to vanish from purchased tickets and by avoiding large pay-outs.
Several private business interests are accused of manipulating the lottery, which is government-owned and operated by the Ministry of Finance. The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 asking the ministry to work with police to better manage the problem. The directive calls for the number of drawings to be reduced and prizes to be awarded more transparently. It also bans informal football lotteries and lottery chances sold through short messaging services. The directive is pending approval by the cabinet.
