The directive also orders that informal football lotteries and the sale of lottery chances through short messaging services be closed down. The directive was sent from the office of Prime Minister Thongloun Sisoulith on Aug. 17. The ministry overseeing the lottery will work with the ministry of public security to improve transparency. The directive did not specify a date for the implementation of the reforms.
