Officials in the communist nation of Laos are rigging the national lottery by manipulating drawings, sources tell RFA’s Lao Service. They say lottery officials have been changing numbers to avoid paying out large prizes. The number 509, for example, appeared as the winning number in a drawing on Oct. 14 but disappeared from purchased tickets throughout the day of the drawing.

Lao officials have ordered the Ministry of Finance, which oversees the legal state lottery, to work with other ministries to improve the lottery’s operations. They have been instructed to reduce the number of drawing sessions from two to one a week and to handle winnings in a more transparent manner. In addition, they will close down informal football lotteries and lottery chances sold by short-message service. They will also impose tighter restrictions on gambling on the Internet.
