A few years ago, Montreal mayor Jean Drapeau tried to raise funds for the city by introducing a “voluntary tax”. For $2.00, players could enter a lottery to win silver bars instead of cash prizes. The minister of justice alleged that this was a lottery, but the mayor countered that it did not violate Quebec law because players were not paid a fee to participate in the lottery.

Despite the legal issues, the popularity of the lottery continued to grow. Many people turned to the Internet to buy lottery tickets and watch their numbers be drawn. In fact, online lottery sales account for more than half of all lottery revenue.

For some, such as Huong, a single mother from Hanoi, selling lottery tickets is their only source of income. While she makes only 230 000 VN-Dong ($10 US-Dollars) on a good day, it is more than enough to sustain her and her son. Moreover, she is able to avoid the socially-detested act of begging by working hard every day. Similarly, for many poor Vietnamese people, the lottery represents an opportunity to fulfill their dreams. In a country where social security systems are not yet capable of handling the needs of the less fortunate, the lottery provides an alternative way to achieve their goals. It is a chance to dream, and it is one that many have been able to realize.
