The government is working to crack down on the issue, and has sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to ensure that winnings are handled transparently. It also instructed the ministry to shut down informal football lotteries and lottery chances sold via short messaging services. The directive has not yet been implemented.
