The government recently sent a directive to the Ministry of Finance, ordering it to work with police and other authorities to better manage the issue, the sources said. It also ordered drawing times to be cut from two to one a week and lottery chances purchased through short messaging services to be closed down. The government hopes to regain control of the lottery once it has cleaned up these informal football lotteries and other illegal activities, they say.
