NBC Asian America reports that on good days, lottery ticket sellers like Huong make 230 000 VN-Dong ($10 US-Dollars) — enough to provide for their family.

Earlier this year, Lao prime minister Thongloun Sisoulith sent a directive to the Ministry of Finance asking it to resume control of the nation’s legal state lottery. He said private business interests should not be responsible for the lottery’s operations and drawings should be handled more transparently. In addition, he ordered the ministry to reduce lottery drawing frequency from two to one a week and close informal football lotteries and those selling lottery chances via short messaging service.
