Drawings for the country’s legal state lottery are often manipulated and numbers that appear on purchased tickets disappear before winning a prize. The number 509 appeared as a five on tickets purchased throughout the day of a recent drawing, but then magically changed to a four before the results were announced.

A source close to the ruling elite has told RFA that the businesses responsible for the lottery have ties to members of the cabinet and the country’s senior leadership. He says the companies must pay a large annual fee to the government for the right to operate the lottery, but that the public is not aware of how much that is. He calls for the government to resume control of the lottery, saying that private business interests should not be allowed to be responsible for the drawings, which he said can’t be trusted.
