Cheng Saephan, who is a cancer survivor, will receive a lump sum payment of $422 million after taxes. He was diagnosed with leukemia in 2005 and has undergone chemotherapy for eight years. He said he plans to use his prize money to help his family.

In Canada, the lottery is a provincial and territorial government-owned enterprise. The Interprovincial Lottery Corporation, which is a consortium of five regional lottery commissions, administers the country’s four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These games are marketed under the ILLF brand name. The organization pioneered Internet gaming and processes the first online lottery transaction. It also supports charitable projects and organizations domestically and internationally.

The national lottery in the communist state of Laos is being rigged, sources in Vientiane tell RFA’s Lao Service. Drawings are manipulated to avoid high pay-outs, and numbers often appear on tickets that are not selected, as was the case when the number 509 appeared only as 5 on tickets purchased throughout the day of a drawing this year.

On Aug. 17, the office of prime minister Thongloun Sisoulith sent a directive ordering the ministry that oversees the state lottery to work with other ministries in order to improve transparency, sources say. It was also ordered that informal football lotteries and the sale of lottery chances via short messaging services be closed. However, a date for the implementation of those measures has not been set.
