The Internet has made it possible for people to play lotteries without ever leaving their homes. Some of these websites charge premiums on base lottery ticket prices while others offer the games for free or at a fraction of the base price. In the United States, instant lottery tickets are a significant source of lottery revenue. The number of instant lottery games has increased significantly since the 1970s when they first became available. The industry is regulated by state and federal gambling laws. Lottery machines called video lottery terminals are now used in some jurisdictions to conduct the games.

In the late 1950s, Montreal mayor Jean Drapeau attempted to raise funds for the World’s Fair and subway system by introducing a voluntary tax on lottery players. For a $2.00 “donation” players could answer four questions about Montreal and win a prize of silver bars, a currency that was legal to own and trade in Canada at the time.

While the Canadian Supreme Court ruled that the tax was illegal, Drapeau’s plan did not deter players from buying and selling lottery tickets. The city’s lottery generated more than $1 million per month from the tax, which was collected at the point of sale by retail stores and restaurants. In the 1960s, the Quebec provincial government established a separate lottery system to control and monitor lottery operations. The government also set up a commission to investigate the lottery industry.

The commission’s report in 1967 found that the monopoly on lotteries had created “an unhealthy situation.” The Commission recommended that the monopoly be abolished and that private operators be allowed to operate a limited number of lotteries within the province. In 1968, the Quebec provincial government created the Société des lotteries du Québec (SLQ) to regulate and supervise the province’s lotteries. The SLQ is responsible for the operation of the national and regional lotteries, the administration of the Quebec lotto and the distribution of prizes to winners.

In Laos, meanwhile, lottery officials are accused of rigging the game to avoid large pay-outs. The numbers 67, which are associated with the turtle, a creature that is considered to bring bad luck in Lao culture, have appeared in winning combinations several times recently. Many players have complained that they can’t trust the results of the national lottery.

In response, the country’s top leader has sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking it to work with the police to solve the problem. In the directive, Prime Minister Thongloun Sisoulith ordered drawing of the state lottery to be reduced from two to one a week and for winnings to be handled in a more transparent manner. A ministry official serving on the lottery steering committee, Vilasack Phommaluck, told RFA’s Lao Service that the change was aimed at restoring confidence in the game. He said blocking certain numbers or limiting which numbers are sold would be outside his purview.
