Officials in the communist country of Laos are rigging the national lottery, manipulating drawing results to avoid large pay-outs, sources tell RFA’s Lao Service. The government has recently issued a directive instructing officials to reduce the number of drawings and to handle winnings in a more transparent manner. It has also ordered the Ministry of Finance to stop allowing people to buy chances in informal football lotteries and via short messaging services, and to shut down unlicensed operators.

For many impoverished Vietnamese, selling lottery tickets is the only way they can earn money. The social security systems in Vietnam are not yet capable of handling the number of less fortunate citizens, so some prefer to sell tickets rather than engage in the socially detested act of begging. Even on a lucky day, ticket sellers can only make about 230 000 VN-Dong, enough to survive. This is what Huong, a single mother of two in Saigon, explains to RFA’s Lao Service. She has been selling lottery tickets for eight years. She has a dream: to become rich and buy a house for her children. But she is not sure she will be able to make that happen with the earnings from her lottery sales.
