Other numbers that are deemed unlucky are also wiped from the purchasing pool.

The state lottery is managed by the Ministry of Finance and overseen by the government’s anti-corruption commission. In order to combat alleged corruption, the Ministry issued an Aug. 17 directive requiring the Ministry to reduce the number of lottery drawings from two to one per week and ensure that winnings are processed more transparently. It is hoped the changes will reduce bribery and rigging of the lottery.

For some Vietnamese people, selling lottery tickets is their only source of income. They choose this job over the socially detested act of begging, which can make them homeless. For Huong, a single mother from Saigon, the job has been a lifesaver. On good days she makes a daily profit of 250 tickets. She and her partner, Manh, start their shift at about 5am, having a small breakfast of rice and vegetables soup. They then strive around the streets of Saigon for a 16-hour shift. On bad days, the number of sales is lower and they don’t earn as much.
