Prime Minister Thongloun Sisoulith has recently sent a directive to the Ministry of Finance, which oversees the national lottery, to take steps to improve management. Among other things, the directive calls for cutting the number of drawings to two per week and handling winnings more transparently. The directive also bars the sale of lottery chances by text message, a popular way to buy tickets in the country. It isn’t clear how the government will enforce these new measures.
