The winner, Cheng Saephan, 37, told lottery officials that he will take half of the cash prize with his wife, Duanpen, and a friend who chipped in $100 to buy a batch of tickets with them. He will receive an immediate lump sum payment of about $422 million after taxes, according to the Oregon Lottery.

In Canada, purchasing a lottery ticket was illegal until 1967 when the Liberal government introduced an Omnibus Bill to bring outdated laws up to date. Among the changes was an amendment to the Canadian Criminal Code allowing provincial governments to legally operate lotteries. The first Canadian lottery was launched in 1994, and today there are four nationwide lotteries: Lotto 6/49, Lotto Max, Instant Scratch-Offs and the BC Extra. These lotteries generate almost $10 billion in annual revenues for Canadian charities and government programs.
