VLTs are the main source of revenue for the state-run Oregon Lottery. Unlike traditional slot machines, VLTs do not pay out winnings from a single machine, but instead award prizes from multiple machines based on a series of predetermined criteria. The most important criterion is the likelihood that a given combination of symbols will appear on a drawn card. Other factors include the amount of money wagered on a ticket, and the number of tickets sold.

While the Oregon Lottery does not offer an online lottery, it does encourage responsible play. Its website features a number of resources for players, including a FAQ page and information about responsible gambling. In addition, the site features games that allow players to control their expenditures, which is an important aspect of responsible gaming.

In Canada, there are four nationwide lotteries administered by the Interprovincial Lottery Corporation, which is a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), Western Canada Lottery Corporation (Manitoba, Saskatchewan, and Alberta), and British Columbia Lottery Corporation (British Columbia). In addition, the New Zealand Lottery operates an online service through an autonomous Crown entity called Lotto New Zealand.
