Last month, a Lao immigrant in Oregon won the jackpot, which is equal to $422 million after taxes. Cheng Saephan, 37, told a press conference at the Oregon Lottery that he and his wife Duanpen would split the prize evenly. He added that he had just finished his latest chemotherapy treatment and that the money would help him and his family.

Several other Lao nationals have won major prizes in recent years, but some of those winners have not made it public. One source in Laos who requested anonymity told RFA that business interests with a stake in the country’s legally sanctioned state lottery have close connections to the nation’s ruling elite. These businesses charge the government for the annual concession to operate the lottery, but the public is not informed of how much this is.

Another source in Laos, speaking on condition of anonymity, said that the office of Prime Minister Thongloun Sisoulith had sent a directive requiring the Ministry of Finance to work with the police to limit lottery drawing times and make sure winners are selected fairly. The directive also calls for a reduction in informal football lotteries and lottery chances purchased via mobile phone, as well as a crackdown on those who buy and sell lottery tickets illegally.
