Cheng Saephan, who along with his wife Duanpen will split the top prize, decided to take a lump sum payout rather than an annuity paid over 30 years. His decision will see him pocket $422 million after taxes.

While gambling is a felony in Laos, it is legal to play lottery games in Special Economic Zones which are leased out by the government to boost foreign trade. Players from the country are accepted in numerous offshore online casinos without any risk of getting caught.

Lottery officials in the communist nation of Laos are rigging the system, and manipulating winning numbers to avoid large pay-outs, sources in the Southeast Asian nation tell RFA. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, they say. A recent drawing, for example, showed the number 509 appearing only as a five on the tickets purchased that day. The winning number was subsequently changed to 662 shortly before the drawing, a source in Vientiane told RFA’s Lao Service on condition of anonymity. Those who have won in the past have complained that their winnings were not enough to live comfortably or to make a real impact on their communities. Laos is among the most impoverished countries in Asia. Almost one-third of its population is living below the poverty line. Its national lottery is a major source of income for the nation.
