He will receive $621 million in a lump sum and 29 annual installments, after federal and state taxes. The winner, who bought his ticket at a Plaid Pantry convenience store in Portland, did not want to be named because of security and privacy concerns.

In New Zealand, the Lottery Commission oversees an autonomous Crown entity called Lotto New Zealand, which operates a number of national lottery games, including Lotto 6/49, Keno, Bullseye and Instant Kiwi scratch cards. The winnings from these games are distributed by the Lottery Grants Board, a body that distributes proceeds to a variety of charities and community organizations.

In the communist nation of Laos, lottery officials are alleged to manipulate drawings in order to avoid large pay-outs. Drawings, which take place three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen by the public. For example, on Oct. 14 this year, the winning number 509 appeared only as a five on tickets sold throughout the day of the drawing, after which it was changed to 662 an hour before the actual draw. The number change is allegedly made to prevent the winning ticket from going to an individual who might expose the corrupt practice. The government has responded by sending a directive urging the ministry that oversees the lottery to work with the ministry of public security to better manage this problem, sources told RFA’s Lao Service.
