For example, on Oct. 14 this year, the winning number 509 appeared only as a five on tickets sold throughout the day of the drawing, after which it was changed to 662 an hour before the actual draw. The number change is allegedly made to prevent the winning ticket from going to an individual who might expose the corrupt practice. The government has responded by sending a directive urging the ministry that oversees the lottery to work with the ministry of public security to better manage this problem, sources told RFA’s Lao Service.
