Despite the federal law, Montreal mayor Jean Drapeau continued to run his own “voluntary tax” to recover funds for Montreal’s World’s Fair and subway system. The tax was not a lottery, he insisted, because it would not be based on a random selection of numbers and participants could not cash out the prizes for cash. Nevertheless, the Quebec Appeal Court declared the tax illegal in September 1968.

In the 1990s, the Internet allowed lottery games to be played from a variety of locations and devices. Some of the larger Internet gaming companies, such as GTech Corporation, now administer 70% of the worldwide lottery business. The company’s software platform, called Virtue Fusion, is designed to integrate different types of game into a single interface. The company’s software allows players to play both traditional lottery games and instant win games, including scratch-off tickets. The company offers the Virtue Fusion software to other online gaming operators. The software is also available for use by individuals who wish to create their own lottery sites.
