He is dividing the rest of the money evenly with his wife, Duanpen, and a friend who chipped in $100 to buy tickets.

The monopoly on lotteries in Canada is maintained by the Interprovincial Lottery Corporation, a consortium of five regional provincial and territorial lottery commissions that are owned by their respective provincial/territorial governments. These organizations are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, and Northwest Territories), and British Columbia Lottery Corporation (British Columbia). The monopoly is protected under the Canadian Constitution, but there is a movement in the country to change it.
