The first state-regulated internet gaming site was launched in 1995 by the International Lottery Foundation (ILLF). It pioneered Internet lottery transactions, processing the first ever online lottery purchase and introducing instant scratch card games to the world. The ILLF also supports charitable projects domestically and internationally. The foundation operates several websites, referred to collectively as the ILLF brands.
In the United States, state lotteries are regulated by both federal and state law. There are also private lotteries, operated by organizations such as religious groups and civic and fraternal organizations. In addition, many casinos and hotels have in-house lottery games.
Most states offer multiple types of lottery games, and some have separate game categories for older players. Most states require players to be at least 18 years old to participate. However, there are some exceptions. Players in California, for example, can be 18 or over to play Powerball and other large games.
Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The lottery commissions of the five provinces and territories administer these lotteries, with a central organization, the Interprovincial Lottery Corporation, managing the business activities of the regional lottery corporations.
The winning ticket for the $1.3 billion Powerball jackpot was sold at a Plaid Pantry convenience store in Portland, Oregon. The winner, identified as Cheng Saephan, says he will split the prize with his wife, Duanpen, and a friend who chipped in $100 to buy a batch of tickets with them: Laiza Chao. The couple will take a lump sum payment, worth about $422 million after taxes.
A source who speaks on condition of anonymity criticized the way that private business interests run the national lottery. He said the companies responsible for the lottery have links to the country’s ruling elite and that the drawings are not transparent.
On Aug. 17, the office of prime minister Thongloun Sisoulith sent a directive asking the Ministry of Finance to work with the Ministry of Public Security to improve the lottery’s management. Among other things, the directive calls for reducing the number of drawing days and making it harder to illegally buy lottery chances through short messaging services. The government hopes these measures will help to reduce speculation about the winners and make the lottery more reliable.
