Lotteries have long been a popular form of entertainment. They are an easy and fun way to try your luck, and the odds of winning are usually very high. However, some people feel that lottery games are rigged or manipulated in order to keep the jackpots high. While it may be impossible to verify these claims, a number of allegations have surfaced in recent years. Many of these concerns have been raised by people who work in the industry.
In Laos, a local man is accused of using his connections to manipulate the results of the state lottery. He allegedly bought a large number of tickets for the national drawing in November, and then used his connections to change the final result. The man was arrested in late December and charged with fraud. He has since been released on bail.
The state organization that runs the lottery also shows its results live on Facebook and tv, which helps to increase transparency and reduce the likelihood of shenanigans. But these measures do not fully address some of the issues that players raise. For instance, a lottery salesman tells RFA’s Lao Service that the Thai company that runs the lottery knows which numbers players choose, and uses that information to manipulate the results.
Moreover, there are concerns that the lottery company may not be using the proper weight of lottery balls for its draws. The heaviest balls will fall into the hole more easily than lighter ones, which could lead to incorrect results. In addition, the lottery salesman tells RFA that she has heard from other people that the weight of the lottery balls is not always consistent.
These concerns are serious enough that the government has begun to address them. Last week, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking it to work with local authorities to improve the way that shenanigans are handled. The ministry was also asked to reduce the number of drawings from two to one per week, and close down informal football lotteries and lottery chances sold via short messaging services.
Lottery profits in New Zealand are distributed to various charities and community organizations. These include Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission. In addition, Lotto New Zealand has a charitable arm called the Lottery Grants Board that distributes allocations from the Lottery Grants Board to community and cultural organizations. The Lottery Grants Board is an autonomous Crown entity, similar to a government agency. Its members are drawn from the Cabinet and the Legislative Council, and it operates independently from the Lottery Commission. The Lottery Grants Board has its own rules, budget and management structure, and is responsible for a variety of policies and regulations. Its responsibilities are to ensure that Lottery proceeds are invested effectively and fairly, to set the policy framework for the Lottery, to manage the Lottery and its operations, and to deliver the funding allocated from the Lottery Grants Board.
