Lotteries are gambling games in which players try to win a prize by matching numbers or symbols. Prizes range from cash to goods, services, or even land or real estate. In the US, state governments regulate and control lotteries. Some states have also legalized private lotteries, which are not operated by the government and can be played online. The history of lotteries dates back to the 14th century, when they were first used as a way to collect taxes and other monies for public projects. This “voluntary tax” was not technically a lottery, however, because it did not involve a drawing of winners for prizes; instead, contestants answered questions about the city of Montreal to qualify for a second draw in which silver bars were awarded.

In Laos, meanwhile, lottery officials are accused of rigging the system to avoid large pay-outs. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, a source in the capital told RFA’s Lao Service. For example, on Oct. 14, the winning number 509 appeared only as a 5 on tickets sold throughout the day of the drawing, and access to the number was restored only an hour before the draw, the source said.

But the country’s prime minister has sent a directive to the ministry overseeing the legal state lottery that says it will work with the Ministry of Security to crack down on these illegal activities, the source said. It also mandates that drawings be reduced from two to one a week, and that winnings be handled more transparently. Informal football lotteries and lottery chances bought through mobile phone text messages will be banned, the directive adds.

Gambling is illegal in most of Laos, but the government leases out Special Economic Zones to boost foreign trade. These zones allow casinos to operate, and there are a number of online casinos that accept players from the country without risking being caught by authorities. Laos is a member of the Association of Southeast Asian Nations (ASEAN).
