Lotteries are games of chance in which participants have the opportunity to win a prize based on the number or symbols drawn. In Laos, the state organization that runs the lottery broadcasts live on Facebook and tv when the winning numbers are announced. Thousands of people watch each week. But suspicions have arisen that the state organization is rigging the game to avoid paying out large jackpots. The alleged shenanigans come as the national lottery has seen a drop in sales.
Besides the suspicions of rigged drawings, some people say that there are other problems with the lottery. One such problem is the weight of the balls used in the drawing. Some people claim that the heavier balls will fall into the hole more quickly than the lighter ones. Some people also say that the state organization is blocking certain numbers or not selling them in order to prevent big payouts.
The first lottery in Europe was started in France by King Francis I in or around 1505 as a way to help pay for the rebuilding of Paris after a fire destroyed much of the city. The lottery became so popular that it soon spread to other European countries. In 17th century France, it was divided into two types: public lottery for the Paris municipality and a private lottery called “loterie de l’Hôtel de Ville.”
In Canada, the interprovincial lottery is operated by five regional lottery commissions, each owned by their respective provincial or territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Nunavut) and British Columbia Lottery Corporation (British Columbia). In the United States, there are four nationwide lotteries: Mega Millions, Powerball, Lotto 6/49, and Daily Grand.
Officials in the communist nation of Laos have denied allegations of rigged lottery draws, but some residents have raised doubts by noting that winning numbers on tickets sold throughout the day for each week’s drawing appear to disappear or that some numbers are blocked from being picked. For example, the number 67 appears to be a very unlucky number in Laos and many people are reluctant to pick anything that includes it. Lao officials have said they will consider changing the lottery system to address these concerns, including cutting the drawing back to once a week.
