Lotteries are a form of gambling that involves drawing numbers to determine the winner of a prize. They are often conducted by governments and private businesses. All are run by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lottery commissions owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia and Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories). Some Canadian provinces also operate standalone lotteries.
New Zealand has a national lottery operated by an autonomous Crown entity, Lotto New Zealand, which is responsible for all aspects of the business except marketing and communications. Profits are distributed by the Lottery Grants Board to a range of charities and community organizations. These include Sport and Recreation New Zealand, Creative New Zealand and the Golden Kiwi Foundation.
In Montreal, mayor Jean Drapeau sought to recover money spent on the World’s Fair and the subway system by introducing a “voluntary tax”. For a $2.00 donation players could participate in a drawing for silver bars that would be awarded at the end of a series of competitions. This was not a true lottery, as the prizes were in the form of goods and services rather than cash. In addition, the winners had to answer questions about Montreal.
Laos has a national lottery but it is not 100 percent managed by the government, leading to rigged drawings, sources in the communist country say. The numbers for the national lottery drawing, which takes place three times each week, frequently disappear from purchased tickets or are deemed unlucky and not chosen, they add. In one case, the number 09 disappeared from tickets sold throughout the day of an Oct. 14 drawing, only to be restored 10 minutes before the drawing was broadcast, a source told RFA’s Lao Service.
