Officials in the communist country of Laos are rigging the national lottery, according to sources in the capital city of Vientiane. For example, on Oct. 14 the winning number 509 appeared only as a five on tickets sold throughout the day of the drawing, while access to the number was blocked for the entire day.

Revenues from sales of the national lottery have dropped significantly in recent years, largely due to people buying foreign lotteries from countries such as Vietnam, Thailand and Cambodia, even though Laos has its own legal lottery. The government is now considering taking back control of the nation’s lotteries, the sources said.
