Laos’ lottery officials are rigging the system, manipulating winning numbers to avoid large pay-outs, according to sources in the communist country. Drawings in the national lottery, held three times a week, frequently show numbers that have already been chosen or are deemed unlucky. For instance, on Oct. 14 this year, the winning number 509 appeared only as a 5 on purchased tickets throughout the day of the drawing. This was after large numbers of Lao buyers sought to purchase tickets with the number, a source told RFA’s Lao Service. Access to the number was restored an hour before the drawing. This was only the latest in a series of suspicious incidents, the source said.
