A man who won a $1.3 billion Powerball jackpot in Oregon is donating half of his prize to his wife and a friend, according to lottery officials. The winning ticket was purchased at a Plaid Pantry convenience store in Portland, the lottery said. The winner, who has not been publicly identified, is required to go through a verification process and vetting before being allowed to collect the prize money, which will be paid out in 30 annual installments after federal and state taxes are collected.

The top prize is the fourth highest in US history and the eighth largest in worldwide Powerball jackpot history, lottery officials said. The jackpot grew to the record level of $1.3 billion after no one won the last drawing on March 11. The winner will have the option of receiving a lump-sum payout, or an annuity payable over 30 years.

Online lottery gambling is legal in a growing number of states, including California and Florida. But the majority of players in the lottery still play on traditional brick-and-mortar machines. In many cases, this is because the convenience and ease of playing in a physical setting makes the experience more appealing. In addition, the number of people playing lottery games online has declined over the past decade, as the popularity of smartphones has grown.

Several countries have legalized online lottery betting, with the most significant market being Asia. This has led to increased competition between operators, with some companies offering services in more than one region. Despite this, the major players are still based in the United States and the United Kingdom.

In the Canadian province of Quebec, a lottery called Loto-Quebec was held every month from 1965 to 1968. It generated a large amount of revenue for the province. In 1966, Montreal Mayor Jean Drapeau was challenged over this alleged ‘voluntary tax’ by the Minister of Justice, who argued that it violated federal gambling laws. However, in 1967 the federal Liberal government introduced an Omnibus Bill aimed at updating obsolete gambling laws, which made it legal to sell Loto-Quebec tickets. The Quebec Appeal Court upheld this decision in 1969. However, the provincial lottery was not reformed until the 1990s. Today, Canada has four nationwide lottery games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. Each of these games is regulated by the Interprovincial Lottery Corporation, which comprises five regional lottery commissions operated by their respective provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation, Quebecor Inc., and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).
