Lottery officials in Laos are rigging the national lottery system, and manipulating winning numbers to avoid large pay-outs, sources in the communist country told RFA’s Lao service. They cite an incident in which the number 09 appeared on tickets sold throughout the day of the drawing but mysteriously disappeared in the final result, leading many players to suspect the numbers are being manipulated.

Laos is home to a number of foreign-based lotteries that are being sold illegally in the country, even though it has its own legal lottery. The revenue generated by the sales of these foreign lotteries has declined, prompting state lawmakers to introduce a law that would require those selling them to register with the government and submit their financial reports. They have also called for stricter enforcement of existing laws to ensure that the lottery is conducted fairly. In the meantime, those who buy a ticket can check their numbers by taking it to a retailer and asking them to run it through a machine.
