The number 509, for example, appeared only as 5 on the winning ticket of a drawing on Oct. 14 this year after it had been unavailable throughout the day, a source told RFA.

The state-owned company that runs the Lao national lottery, Bounchom Singsaphan, has been criticized for its close connections to the ruling elite. Its shareholders are related to the country’s leaders, including Prime Minister Thongsing and President Khamtay Siphandone. The business interests with stakes in the lottery are not publicized, and the government does not inspect them or regulate their activities, a source in Vientiane said.

In the United States, state lotteries are regulated by federal and state laws. In the state of Oregon, for example, lottery players must be 18 years or older to participate and can’t remain anonymous. The state also offers a mobile app to help players track and manage their lottery purchases. Lottery winners can choose between an annuity paid in 30 annual installments or a lump-sum payment. They have a year to claim their prize. In most cases, lottery winners can’t use their winnings to fund legal action against the state or federal government. In addition, they can’t use their winnings to buy weapons or drugs. They can, however, invest their prizes in stocks or real estate.
