Lottery tickets in Laos are rigged to avoid large pay-outs, sources in the communist nation say. Officials manipulate winning numbers in order to avoid paying out large sums, the sources told RFA’s Lao Service. In some cases, officials even change the winning numbers to prevent a player from cashing in a prize.

Sources in the country say that private business interests are also behind some of these illegal lotteries. In some cases, a business owner will hire someone to sell tickets on their behalf. These agents often charge premiums on the base price of a ticket. This practice is a problem because it is difficult to regulate.

In Oregon, lotteries are governed by state laws. There are few exceptions to the rule, however. For example, lottery winners cannot remain anonymous, and they must come forward to claim their winnings. They can receive their prize in a lump sum or as an annuity paid over 30 years. In both cases, they must pay taxes on their winnings.
