The corporation is composed of the five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery and Gaming Corporation (Manitoba, Saskatchewan, Alberta, Yukon, and Northwest Territories), and British Columbia Lottery Corporation (British Columbia).

There are also a number of private lotteries. For example, the International Lottery in Liechtenstein Foundation (ILLF) has been a pioneer of Internet gaming. Its PLUS Lotto service launched in 1995 and processed the first online lottery transaction. It also runs an instant scratch card game and supports charitable projects domestically and internationally.

Gambling is illegal in Laos, but it’s legal in Special Economic Zones throughout the country. This has led to an increase in people buying foreign lottery products. The state lottery enterprise has been losing revenue as a result of the increased competition. In addition, some of the national lottery’s officials are rigging the system by altering numbers on purchased tickets to avoid large pay-outs. One such case occurred Oct. 14 when the number 509 appeared only as a 5 on tickets sold throughout the day of the drawing. This was a popular number because it is associated with the buffalo, a symbol of good luck in Laos. This change was made only 10 minutes before the drawing began. As a result, the national lottery has lost its reputation as a trusted and fair game. Its operators are now being criticized by the public. The government is seeking to regain control of the lottery.
