Gambling is illegal in Laos, but it’s legal in Special Economic Zones throughout the country. This has led to an increase in people buying foreign lottery products. One such case occurred Oct. 14 when the number 509 appeared only as a 5 on tickets sold throughout the day of the drawing. This was a popular number because it is associated with the buffalo, a symbol of good luck in Laos. This change was made only 10 minutes before the drawing began. As a result, the national lottery has lost its reputation as a trusted and fair game. Its operators are now being criticized by the public. The government is seeking to regain control of the lottery.
