In Laos, the national lottery is rigged to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Drawings in the lottery, which takes place three times a week, frequently show numbers that vanish from purchased tickets or that are deemed unlucky and are unlikely to be chosen. For example, the winning number 509 in a drawing on Oct. 14 this year appeared only as 5 on tickets sold throughout the day of the drawing, even though large numbers of Lao buyers had sought to pick this number, a source in Vientiane told RFA. The source, who spoke on condition of anonymity, added that private business interests with connections to the ruling elite have a stake in the lottery’s work and are preventing it from being fully managed by the government.
