Private business interests in the communist nation of Laos are rigging the national lottery system and manipulating winning numbers to avoid large pay-outs, sources in the country told RFA’s Lao Service. In one instance, the number 134, which is associated in Laos with buffaloes and considered a good luck charm, disappeared from lottery tickets purchased throughout the day before an Oct. 14 drawing. But it reappeared again an hour before the drawing, a source said.

The state lottery supervision ministry has sent a directive to the Ministry of Finance requesting that it work with the Ministry of Public Security to address the issue, a Lao deputy finance minister and state lottery supervisor told RFA on condition of anonymity. The directive calls for the frequency of drawings to be reduced from two to one per week and for winnings to be handled in a more transparent manner. It also calls for the halt of informal football and lottery chances sold via short messaging services.
