Lottery officials in the communist state of Laos are rigging the national lottery system by manipulating winning numbers, according to sources in the Southeast Asian nation. Drawings often show numbers that are not sold or deemed unlucky and then appear on purchased tickets just before the drawings. For example, the number 09 appeared only as a 5 on Oct. 14 this year after people sought out tickets with that number, an RFA source in Laos told the station.
The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 asking the ministry overseeing the state lottery to work with other government ministries to ensure transparency in the lottery, sources told RFA’s Lao service. The directive also calls for the reduction of weekly lottery drawings to one, with prizes awarded in a more transparent manner. It also requires that informal football lottery chances sold through short messaging services be closed down.
Private business interests are the main companies responsible for running the country’s national lottery, and the majority of those businesses have links to members of the ruling elite. The Laos government should resume full responsibility for the lottery, and not leave it to private business, a caller from Laos told RFA’s Lao service.
