The Philippines’ state-owned Philippine Charity Sweepstakes Office (PCSO) has launched its first online lottery, dubbed E-Lotto, allowing Filipinos to bet on their favorite lottery games from the comfort of their homes. The system is expected to boost ticket sales and bolster revenue for charitable initiatives. While the PCSO presently only holds a 2% market share, the launching of E-Lotto could lead to an increase in bets at physical outlets as well.

In the communist country of Laos, lottery officials are accused of rigging the system in order to avoid large pay-outs. Drawings often show numbers that disappear from purchased tickets or are deemed unlucky, sources tell RFA’s Lao Service. On Oct. 14 this year, a radio announcer in Vientiane pronounced the winning number as 134, only to change it to 662 an hour before the drawing was scheduled to take place.

Private business interests run the national lottery in Laos, and some of those businesses have connections to members of the ruling elite. RFA’s source in the capital told us that he hopes the state will resume control of the lottery, because private business interests shouldn’t be responsible for an operation that the public can’t trust.
