On Oct. 14 this year, a radio announcer in Vientiane pronounced the winning number as 134, only to change it to 662 an hour before the drawing was scheduled to take place.
Private business interests run the national lottery in Laos, and some of those businesses have connections to members of the ruling elite. RFA’s source in the capital told us that he hopes the state will resume control of the lottery, because private business interests shouldn’t be responsible for an operation that the public can’t trust.
