Lottery prizes are usually distributed by the winning player’s provincial/territorial government.
Despite the controversy over whether or not they are legal, lotteries remain popular in Laos. In fact, a directive sent by prime minister Thongloun Sisoulith on Aug. 17 asks the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to better manage the lottery system. The directive orders the number of drawings to be reduced and winners to be handled more transparently. It also orders the closure of informal football lotteries and lottery chances purchased through mobile phone text messaging services.
In Laos, gambling is considered illegal but there are Special Economic Zones throughout the country where casinos can be found.
