Lotteries are games where people try to guess a series of numbers in order to win a prize. The prizes are usually cash, goods, or services. In Canada, lotteries are regulated by provincial/territorial governments through the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by their respective provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Northwest Territories, Nunavut). Lottery prizes are usually distributed by the winning player’s provincial/territorial government.

Despite the controversy over whether or not they are legal, lotteries remain popular in Laos. In fact, a directive sent by prime minister Thongloun Sisoulith on Aug. 17 asks the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to better manage the lottery system. The directive orders the number of drawings to be reduced and winners to be handled more transparently. It also orders the closure of informal football lotteries and lottery chances purchased through mobile phone text messaging services.

In Laos, gambling is considered illegal but there are Special Economic Zones throughout the country where casinos can be found. These casinos accept players from Laos and offer a wide variety of casino games. Moreover, players can also find online casinos that accept players from Laos without risk of getting caught. The underlying logic behind these sites is that since Laos’ government considers gambling illegal, it would be difficult to catch players in the act of playing online.
