In one instance, the number 09—associated in Laos with the buffalo, a symbol of good luck—was shown as 5 on purchased tickets during an Oct. 14 drawing after Lao buyers sought to pick the number, a source told RFA’s Lao Service.

In addition to generating revenue for government-backed projects, lotteries are also used for charitable causes. In the UK, for example, the lottery supports the arts and culture, community projects, sports, health, education, and more. The national lottery also supports local charities through its annual Help the Hospices initiative, where a portion of the proceeds is given to community care and hospice organizations. Other charitable lotteries include the Irish Sweepstakes and the Scottish National Lottery.
