Lao lottery officials are rigging the system by manipulating winning numbers in order to avoid large pay-outs, sources in the communist country say. Drawings are often shown to be missing some of the winning numbers or they show a number that vanishes from purchased tickets shortly before the drawing, they say. A government source in Vientiane told RFA’s Lao service that the steering committee overseeing the lottery was working on ways to address the problem.

The steering committee is looking at reducing the number of drawings from two to one per week, the source said. It is also trying to make the drawings more transparent by showing them live and closing down informal football lotteries and lottery chances bought via mobile phone messaging services. The steering committee is also examining the weight of lottery balls to prevent shenanigans.

In order to claim a prize, players must present their ticket at the retailer where it was purchased before the deadline expires. A ticket is void if it has been stolen, unissued, illegible, tampered with or altered in any way, or if the information on it does not match the official winning numbers. Lottery retailers are also responsible for checking the ticket before it is handed over to the customer. If the retailer finds that a ticket is a winner, they must fill in the name and address on it. The ticket must then be presented to the official state lottery offices for validation. The lottery office will also run the winning numbers through a machine to ensure they are correct. If the numbers are correct, the lottery winner will receive a check in the amount of the prize.
