Among other things, the directive says drawings from the state lottery should be reduced to one per week and winnings handled in a more transparent manner. It also says that informal football lotteries and lottery chances bought via mobile short messaging service should be closed down.

A major problem with the current state lottery is that it is controlled by private business interests with connections to the ruling elite. “A lot of the companies that run the national lottery include families of our top leaders,” a source with knowledge of the matter told RFA’s Lao Service on condition of anonymity. Despite the fact that the companies pay an annual concession fee to the government, the public is not informed how much they are paying or how the state lottery system is supervised. This lack of transparency has led to accusations that the company is rigged. The state denies the allegations.
