It also called for reducing the number of lottery drawings to one per week and ensuring that winnings are handled in a more transparent manner.

Huong and Manh’s daily routine is to buy tickets from their distributor at the Saigon central railway station at five o’clock in the morning, then hustle around the streets of Saigon selling them. On a good day they sell 250 tickets, making them a profit of about 11 US-dollars. On a bad day, they may only sell 180.
