GTech Corporation, based in West Greenwich, Rhode Island, administers 70% of worldwide online and instant lottery business, according to its website. In the United States, the term lottery refers to a game of chance where a number or symbol is selected from a group of numbers or symbols and a prize is awarded to the person whose ticket matches the winning combination. A small percentage of the proceeds are retained by the operator. The remaining funds are distributed to various charities and government agencies.

In the US, large portions of many state lotteries are used to fund public education systems. Other states use the money to supplement their existing budgets or for special needs such as economic development or infrastructure projects. In New Zealand, the profits from the national lottery are distributed to local community groups and sport and recreation organizations. New Zealand also has two regional lotteries, Keno and Bullseye, as well as the Instant Kiwi scratch card game.

The first lottery in the world was a state-controlled affair, run by a company named the International Lottery Foundation in Liechtenstein. The foundation pioneered Internet gaming, launching the web’s first lottery website in 1995 and processing the first online lottery transaction ever. Today, it operates several reputable websites that feature an array of games. The organization supports charitable projects and organizations domestically and internationally.

Laos officials are rigging the country’s legal state lottery to avoid large pay-outs, sources in the Southeast Asian nation tell RFA. Drawings often show numbers that vanish from purchased tickets, or are deemed unlucky and unlikely to be chosen. For example, the winning number 509 in an Oct. 14 drawing appeared only as a 5 on all tickets sold throughout the day of the draw, but disappeared from the winning list an hour before the draw was to take place, an anonymous source in Vientiane told RFA’s Lao Service. The office of Prime Minister Thongloun Sisoulith recently sent a directive to the Ministry of Finance, which oversees the state lottery, demanding better transparency in the process, the source said. But the directive has yet to be implemented.
