Online Lottery Operators in Laos, Canada, Canada, Canada, and the United States

Lotteries are gambling games in which players have the chance to win a prize based on the numbers drawn. They are usually operated by government-authorized or state-controlled gaming companies that charge a premium over the base lottery price to sell tickets. In the United States, where lottery games are legal, several online operators offer lottery-style games. One of the largest is GTech Corporation, based in West Greenwich, Rhode Island. The company claims to operate 70% of the worldwide online lottery business.

In Laos, the communist country’s state lottery is a popular source of revenue and has become increasingly controversial in recent years as authorities are accused of rigging it to avoid paying large prizes to winners. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky to avoid large pay-outs, sources tell RFA’s Lao Service. For example, a ticket with the number 509 appeared as 134 on Oct. 14 but then disappeared from the tickets for the following day’s drawing.

The office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 ordering the ministry that oversees the state lottery to work with police to better manage the problem. It said drawing from the state lottery should be reduced to one per week and winnings handled in a more transparent manner. Informal football lotteries and lottery chances sold through the country’s mobile phone network should be closed down, the directive added.

In Canada, the provinces operate their own provincial lotteries. The results of these are consolidated into the national results, which are published by the Lottery Corporation of Canada. This body also administers the country’s four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life.

There are also a number of private lotteries operating in the country, such as the Quebec Instant Lottery and the Atlantic Instant Lottery. However, the vast majority of sales are conducted by provincial/territorial lottery commissions and their commercial affiliates.

New Zealand Lottery operates a national lottery, with the profits distributed to community and sports organizations through the Lottery Grants Board. The New Zealand Lottery also operates a number of regional and local lotteries, including Keno and Bullseye. The company also owns the New Zealand International Lottery, which operates the Powerball and Mega Draw games.
