In Laos, a tawdry scandal has tarnished the country’s state lottery system. Observers say officials rig the game in order to avoid paying out big jackpots. They say that numbers that are considered unlucky disappear from purchased tickets during drawing sessions, and winning numbers sometimes appear only on bought tickets just before the drawings. For example, on Oct. 14 this year, the number 509 appeared on only five tickets sold throughout the day before being announced as the winner during the drawing.

A Finance Ministry official who serves on the committee overseeing the lottery tells RFA that changes have been made to respond to complaints. He says drawing times have been reduced from two to one a week, and he says he’s considering other measures to help restore faith in the lottery. The official, who spoke on condition of anonymity, adds that his committee has double-checked the weight of the balls used in the drawing.
