Lottery officials in the communist country of Laos are rigging the system in an effort to avoid large pay-outs, sources in the capital Vientiane tell RFA’s Lao Service. Drawings are often inaccurate, and winning numbers can sometimes disappear from purchased tickets. For example, on Oct. 14 this year, the number 509 appeared only as a five on tickets sold throughout the day of the drawing after it was deemed unlucky by some buyers, an anonymous source said.
